I suppose there is a slight difference - a person can have a great voice, but not necessarily be a great singer. Whitney Houston, for example, were both.

The NERVE they have All the write-ups talk about voices, the top-10 is very clearly about vocalists, and if it really is about "genius", where the hell are Janet Jackson, Donna Summer and Madonna, just to name a few?

 

It's pretty obvious this started off as a vocalists list, but the editors (read: Rob Sheffield) just had to include Taylor, Abel, Bob Dylan, etc., either for the sake of clickbait, personal preference, or just standard rock-pandering that RS is specialized in.
