Yeah, it probably is. It's at over 12M pure sales, 1B streams on spotify + 1.05B on youtube, and it's her biggest hot 100 hit. Diamonds is its only competition for the 2nd spot (less pure sales and streams on spotify but over 1B streams more on youtube).
