It's a consumption chart and they've allowed recurrent for 22 years now.

Doesn’t matter if the song is 30 years old or if it came out yesterday, it’s the most consumed song on the country, period.

Completely anecdotal but I teach 12-15 year olds in Japan and I snuck in a Mariah question to my Christmas quiz asking who sings All I Want for Xmas. It was multiple choice but every single kid picked right. That speaks volumes because they haven’t been able to name any other western artist bar Justin Bieber and The Kid Laroi? OT biggest song of all time and her deserved third sotd is coming

Lest we forget the biggest international solo album of all time in South Korea is Music Box with 1M in pure during 1993. She IS the biggest international female in Asia overall!
