They can do a regular renewal if they want, but they won't be able to fly domestically in the U.S. after this new date if they do. Not sure if they're going to continue to be giving regular licenses out after this date but I assume they would given the administrative chaos if they didn't. The REAL ID has more requirements and costs slightly more and the date keeps getting pushed back from Covid backlogs. The merits of its application can be debated here, I'm just the messenger. REAL ID application also requires you go in person. They're some legal/political reasoning apparently behind not just mandating flyers over 18 acquire a passport in place of this I don't care to get into.

You can still fly you just need a passport.
