I’m  very partial to Dangerously In Love, Lemonade, TEOM, Bday, Rated R & Loud.

From the options given, I voted for Beyoncé as the most consistent, with Lady Gaga as a very close second. "Dangerously In Love" 's cover is the textbook definition of simple but iconic, the many covers for "B'Day" and "I Am... Sasha Fierce" are beautiful and glamorous while still honouring the different aesthetics and vibes of their respective albums, while self-titled and "Lemonade" speak for themselves - again, simple premises, but extremely powerful and effective. "4" and "Renaissance Act 1" are the weakest here: both serviceable, but there were much better pictures and concepts on their respective photoshoots. Still solid covers regardless.

 

As for Lady Gaga, "The Fame Monster", "ARTPOP", and "Chromatica" are all phenomenal covers, with the latter two rich in details. "The Fame" is striking and memorable, but "Born This Way" and "Joanne" are more underwhelming in my view compared to Beyoncé's weakest, despite both working for their respective albums regardless.

 

Katy Perry, Rihanna, and Taylor Swift all have album covers I'd consider iconic, but they're more inconsistent overall.

 

As far as main pop girls go, I think Madonna takes the crown for strongest album covers. Her collection is incredible. The main alt girls like Bjork and Kate Bush also deserve a mention.
