MTE. Is it something to do with debuts instead? I was gonna say maybe 4 debuts per week, but there are only 2 new entries. Nnn now I’m confused and curious, does anyone have an explanation?

From what I knew they capped maximum 2-4 new entries charted that only applied on the first four weeks of the album bombs. For Taylor case, 4 tracks were allowed to be charted last week because she doesn't have other songs charted for that particular week. This week only 2 new entries from Midnights are allowed to chart because there are more than 2 tracks currently being charted and repeat the process for the next 2 weeks.

Personally, while it's not an ideal solution but this is much better than the UK charts on handling the album bombs with the maximum 3 tracks rule.

Quote

3.2.2 Artist Appearance Limitation
In the first week of an album's release, the named artist(s) may achieve up to 4 new entries into the Top40, subject to the
following conditions:

a) The four top performing new entries in terms of chart points will be eligible.
b) Any single appearing on the album which has already charted remains eligible to appear in the Top40,
c) Should there already be one track from the album in the Top40, the artist may have a maximum of 3 new entries. The
three top performing new entries in terms of chart points will be eligible,
d) Should there already be two (or more) tracks from the album in the Top40, then the artist may have a maximum of 2
new entries. The two, top performing new entries in terms of chart points will be eligible.
This rule shall apply for the first four weeks of an album's availability. Once this period is over, all above restrictions are
removed.

Oh wow thank you!

It sounds a bit complicated but I definitely agree its a better system than the UK’s, which is far too restrictive.
