I still find it odd that debut hasn't been able to sell a million copies in 23 years (last certified 1999), I would think that with streaming, sales during the digital era, and all the vinyl and CD releases would've pushed it close to diamond

RIAA units will be 0.7*2+1.1 = 2.5 million units.

If it sold 1M it would be certified 2X Platinum. You had to cross the threshold of Platinum to be doubled. In the SPS era, I haven’t seen any application of RIAA’s double album rule. Probably because there hasn’t been a double album that has sold 1M since it began. I highly doubt RIAA will make a synthesis of an old rule for double album with the SPS method. We will see with Red TV since it’s probably the only album with a chance of crossing 1M pure. TLDR: you misunderstood the original rule and it’s probably a moot point anyway in the SPS era.
