He’s been wanting to move on from the pandemic since last year, when he said at the time that his biggest priority was making sure student loan payments started up again. Then Delta happened followed by Omicron and he was forced to change his tune.

It would if they were willing to get rid of the filibuster, but they're largely not, and they're perfectly happy to hide behind Manchin's intransigence in order to achieve their goal of passing nothing and running on not being Trump.

It is literally within the bylaws of Congress that a simple majority can be used to pass legislation upon the removal of the filibuster. The original COVID funding was passed with all current Democratic members of both the Senate and House. Why are there 1) any members of the Democratic majority who originally voted for vaccine subsidies in 2020 but who won't vote for such now and 2) any members of the Democratic majority who claim to support such policy but won't agree to the removal of the filibuster to make such possible?
