They've been wearing black for at least 5 hours now.

Yes, they are along with many news reporters here in the UK like Sky News reporters too.

UK PM Liz Truss does not currently have plans to travel to Scotland on Thursday or Friday

There are no plans currently for UK Prime Minister Liz Truss to travel to Scotland on Thursday or Friday, UK's PA Media news agency reported citing a Downing Street spokesperson.

(Taken from CNN)

Nor should she, too many other crises going on. Would serve as too much of a distraction.

The reporter is being so safe with how he says things. "We can assume, only assume of course..."

I see ITV (UK free tv channel like BBC for non UK users) have also cleared their schedule for a special news programme covering this

It will be interesting to see if her funeral is watched as much as Diana’s. A whooping 2.5 billion people worldwide watched the funeral of Princess Diana - 42.5% of the worlds population in 1997.

Do you think the Queen will even crack 1 billion?

Isn’t that “confirmation” she’s dead? Or is that protocol more just rumours.

Either she's already deceased or on life support until all the immediate family members arrive to say their goodbyes before they officially make an announcement that the Queen has passed. I won't be saddened by her death but I'm not going to laugh and cheer about it, either. The monarchy should have been demolished centuries ago. Much like how it was in France. I do wonder who is next in line to take her position. I'm assuming Charles ?

BBC

- Princes Edward, William and Andrew have arrived at Balmoral, Harry (alone) reportedly hasn't landed in Aberdeen yet

- Trudeau and Biden give well wishes

Usually just protocol for just in case it happens. They apparently all have black clothes ready to go

The black outfits will be protocol, but at this point they seem to be doing it so that they're not caught off guard if the news breaks that she has died.

When she does die, newsreaders will be required to wear black and the U.K. radio and TV channels will be banned from playing happy/upbeat music or shows.

They have to hand over to Charles.  It’s a process.  Probably doing all that stuff until they announce.
