This isn't true and the letter linked debunks this kind of theory and that's not even the criticism that those within the national security sector against releasing the reserves are making. They claim that releasing the funds would be a 'symbolic' win for the Taliban and that relieving pressure from the sanctions and asset freeze would give room for the people to become endeared to the Taliban.
