This is a common occurrence. Palestinian designated roads (yes, they need to drive on seperate roads) are frequently blocked off by the IDF, preventing Palestinians from getting to work or even reaching medical care and hospitals. They do everything in their power to ensure life is as difficult for them as possible - the goal is death, migration, or exerting such pressure that there is a retaliation, that they can then use an excuse to conduct mass bombing and strikes in "defence", destroy Palestinian homes, and send settlers in to claim the the territory.
