What these numbers tell us is that Selena should have 13 songs eligible for at least 4x Platinum, with 7-8 of these being 5x Platinum or higher, give or take some wrong estimations. When we compare her to her Disney peers, we have: Give Your Heart a Break Heart Attack Sorry Not Sorry as the only Demi songs to move 4M+ units in the U.S.; See You Again (?) 7 Things (?) The Climb Party in the U.S.A. We Can't Stop Wrecking Ball 23 as the only Miley songs to move 4M+ units in the U.S. I'm just assuming See You Again & 7 Things have sold that much since I couldn't find any actual data to back it up, but even counting those, Miley and Demi put together still don't reach Selena's amount. Granted Miley obviously has the biggest hits of the bunch, but Selena stands out as the most consistently successful and it's not particularly close

Selena has the greatest stability, she has hits in all eras and every year she achieves something new. Demi is...demi

It's actually a weird way to address her accomplishment Music wide, she has never been that it girl tho. I mean she's always one of the biggest celebrity out there but as a musician, she barely made any impact on charts or pop culture.

Hence why, despite those two being her biggest overall, her best-selling songs in the U.S. are, according to Billboard: Problem (with Iggy Azalea) Bang Bang (with Jessie J & Nicki Minaj) The Way (with Mac Miller) Break Free (with Zedd) Love Me Harder (with The Weeknd) Side to Side (with Nicki Minaj)

And 7 ring is Ariana biggest hit, not just biggest streaming hit.

Streaming has been growing and growing, but it's been relevant since 2015, in fact Ariana's biggest selling singles from 2014 were also streaming hits, Bang Bang has over 800M on demand US streams, Problem has over 650M, Break Free, One Last Time and Love Me Harder over 500M, not to mention the global streams which are absolutely huge. Your point would make sense if the streaming era started declining after 2018 and Selena stopped releasing, and if Ariana's aforementioned hits weren't streaming hits on top of being digital hits, but these things didn't happen.
