He was unarmed when they shot him. The gun was found in the car. They're still trying to confirm if he even used the weapon

He was unarmed at the time of being shot but it's being reported that he shot at the police during a high speed car chase. He left the gun in the car and fled on foot, at which point he was gunned down.

Policemen are not executioners so it quite literally is.
