It is hard but not impossible. Go for a WG first since it will be harder to find your own place without having worked there for at least couple of months.

 

Make sure you write a lot about yourself and your hobbies and why you want to live in that WG, refer to some things they wrote in their ads, and say what you can offer them (maybe you’ll cook some delicious Spanish food sometime… or sth)

I was like wtf :rip: I know people that have been living in Berlin for 10+ years with English only 

 

you walk in a cafe in Berlin and the workers mostly speak just English

Where in Berlin? In Charlottenburg they definitely don’t. It was a struggle even in the more touristic areas.
 

The only people with serviceable English were either foreigners or Apple Store employees.

Pretty much everywhere,  have you even lived there? I guess this is what we call selection bias, you cant judge the city in its entirety based on one encounter. It does not get any more cosmopolitan than Berlin in Germany.

I was there for 5 days. 5 days of Google Translate, gesturing and pointing at things.

How high is your budget? There are plenty of expensive single room apartments in Köln I'm sure. 

I also suggest you to join Facebook groups like "Wohnen in Köln" "WG, Wohnung in Köln" "Cologne English Speaker" "Köln Immobilien" etc. and post your struggle there. Something like this:
