That doesn't mean you won't get in trouble - Qatar is what it is, and FIFA should have never chosen this country as the host.

There's no way they'd be able to enforce that law on someone traveling there from another country. They would cave into the outrage it'd cause.

Which is better than having all of that PLUS being illegal, like all the other Arab countries. There's also a gay bar/cafe in the capital.

 

In terms of public display of affection, straight people get arrested/fined too for making out in public. It's more of a general rule.

That's not very different from the west. Also, very few gays in conservative countries are interested in making out and humping in public. Like a lot of the conservative gays on ATRL, they think PDA is gross and Pride events are too sexual.
