I think it's the fault of Ripley’s Believe It or Not! for allowing her to borrow the dress. 

 

If it's that precious and sacred, they should not have been loaning it for anyone to wear, let alone Kim Kardashian.

Doesn't really matter, the dress' legendary and historical value was wiped out the moment it was stretched over those silicone parts.

Majority of the blame should be put on Ripleys. If they didn’t allow her the chance then Kim wouldn’t have had a dress to ruin. I still don’t understand why it was worn in the first place, there are a ton of talented unknown American designers she could’ve co-signed. Even ones from the past who’ve flown under the radar.
