It doesn't matter how good of a swimmer you are - many people have drowned trying to save someone they care about. but jumping in to save someone who probably doesn't value your life and will automatically try to pull you under the water to try to save themselves? Even if you do not have the equipment to save this person, when you are on duty, you are connected to a vast network of people who can. You can do more than stand there and watch.
