It's officially certified as 14x Platinum. Her other singles combined have 40 million certified units so 54M + 4M from album certifications = 58M. Pretty sure not all of her material is up to date so at least 100 million records sold worldwide is perfectly possible.

Not much point in bringing this up when it's based on streaming-equivalent single sales...but like.....no one is really using that as a metric anymore because it's all so ludicrous and stops making any sense. 165M may as well be a random made-up number. Just like "Closer" being 14x Platinum (!?!) is also a made-up number based on an arbitrary streams-to-single-sales conversion formula. Numbers and certifications like that don't really mean anything anymore.

When you're talking about numbers coming from an artist's manager, it's quite likely that they're taking all of the single sales, track sales, remixes, other songs and features and all other sales, streams, videos (including live performances), internet radio streams and whatever numbers come out of the Chinese digital music services and adding these together with some favourable conversion ratio and calling them single sales.

 

Then they take all the actual album sales and shipments, streams, track equivalents and remixes of album tracks, add all those sales, streams, videos, internet radio streams, etc and again using some favourable conversion ratio and convert these into album sales.

 

Then they will add single sales and album sales together and proudly proclaim 165M "records", having just double counted most of the discography.
