That cover is part of her iconography but she wasn't even a decade into her music career by then. I would say The Velvet Rope Tour cemented her status as an icon. But AFY made her a legend. I honestly wish she would've performed at the Super Bowl in 2002 so ALL OF THAT MESS could've been avoided. She was more deserving that year than U2, who honestly could have waited until the next year. She deserves the stadium shows that other legends from her time got. AFY was released in 2001 and Britney held the record with oops in 2000 ot: 2001 if I’m not mistaken her and Whitney cemented their legend status around the same time.
