I guess what I mean is that I’ve never found her material impressive enough to warrant the sales of 21 and 25. She probably also had a huge marketing team (which not many artists can afford) and...honestly, her appearance also helped, she looked so different from the typical "sexy" girls. RITD and SLY also sounded incredibly memorable (something that maybe other artists who were doing similar music lacked).
