It's typically a way for countries that don't have the infrastructure/size to host alone to have the opportunity to host.  The first time this happened was (I believe) 20 years ago when South Korea and Japan hosted jointly.

 

Now, why the US needed to tack Canada and Mexico onto their bid, I have no clue (especially since the US had been bidding by themselves for a few years now).  Maybe they thought it would help after they lost the 2022 bid to Qatar?
