Navia can hit pretty hard and her teams are way more flexible, one of her best teammates being Xiangling who you can get for free. Between her and Nilou I'd totally go for Navia.

Nilou is my fave character ever! The only character i missed twice on the banner (even this time i couldn'r get her but i still have 20 days ) 

 

i would pull for her. She is super easy to build. You only need HP artifacts and a little bit em or er on it. 
 

Navia is very strong too but you have to balance out everything. Attack%, crit rate, crit dmg, er you better have everything everytime. Its seriously up to you.  Nilou is an old character and i dont think she will have another rerun anytime soon but Navia might get a rerun a few patches later.

I think the choice boils down to what you want and what you need. Both of these characters (Navia and Nilou) are pretty strong, they are both gorgeous and they play (especially Navia) an important part in their archon quest. My honest advice woulde be pull who you want and perfect your team around them, especially if you are F2P cause they are both pretty strong (even if they were not, you can still play around a characters weakness with powerful supports, weapons and artficats etc). I honestly want to have both of them. I did pull Navia, now i'm trying to get Nilou with my remaining wishes. 

 

But if you want to have further info about their mechanics and how i feel about them

 

A) Nilou is amazing at what she does. She makes the bloom reaction (dendro plus hydro) into a top tier playstyle. However she kind of boxes herself into a specific team set up because she wants only hydro and dendro teammates and preferably a healer. If this is ok for you and your favorite characters are them, then for sure. She is gorgeous, her animations are beautiful and i think she is pretty exciting to play with. Note that you might not have a decent 4 star weapon for her because she wants HP as a maintstat, and asfaik swords with HP are kind of hard to find

 

B) Navia sticks out as a Geo Character because she differentiates (is this even a word) herself from them simply because she needs non Geo teammates to make her pop off. She is pretty fun to play as so far, her e skill does great and is a blast (pun intended) to use. Because of that she is also more flexible as a unit than Nilou. You simply need Navia + Another Geo that can create particles (Geo Trav. works even, i'm using Ningguang) + two flex units which can be anything that can catalyse the crystallize reaction. You can also play her as a sub DPS unit that goes in the action use her burst and skill and swaps out. She is the most flexible and therefore fun Geo unit to use other than Zhongli. So if you enjoy her and need a main DPS, you can't go wrong with her. 

 

Japanese Bonus Rambling: Out of these four characters if you want to wish for the most powerful character meta wise, just wait and go for Yelan (she is cracked) and/or Navia. Nilou and Emilie might be too niche for you (that is because so far Emilie's recommended team is her (dendro) plus pyro characters which is basically same as Nilo. Even if one wants her for the superior dendro application, i think one should get Nahida in the upcoming 5.0 pathces because she is a lot more universal than Emilie.)

Yeah Yelan is fantastic. This patch truly has great characters. I will pull for Emilie (because i have the rest) but you better not. 

 

Navia broke my biggest damage record when i first pulled her.

Her animations are so cute. Her signature weapon is so adorable. I'm excited for Natlan now!

She's a great unit. You already have her and Barbara. Collei which I believe is free, or Kirara which is free right now can slot in with Dendro MC for a VERY good team. I'd DEFINITELY pull for her out of the newer units if I were a new player. Sure, she's restrictive in terms of team comp but you have the characters, they're relatively easy to build and the team will help you clear content quickly.

i also got those 10 free pulls. Should i use it on the banner? I really want that Nilou weapon to perfect her but i have Verdict already  

 

and i also want Emilie. 
 

i'm currently at 0 pity and have 10 pulls. If i pull for her weapon then there is a chance i will miss Emilie (which is another character i want a lot) and i might not even get Key

I'm of the opinion that you should only pull on the weapon banner when 1. you don't mind getting the other weapon and 2. has enough pulls to go all the way. If the weapon banner pity carried through banners it would be much better but since you go back to 0/3 when banners change I don't see the point of doing only 1/3.

Ever since the latest update, I've noticed a weird bug where I get stuck on terrain. 
 

it seems my character seizes and shakes to try and break free, and the only escape I've found is to pause and unpause. Jumping and sprinting don't help at all.

Well i have Navias weapon already. Thats why i'm mad. I got Verdict after loosing twice and at hard pity back in 4.3   At least i lost it to Ayakas weapon which is fantastic. 
 

I still want to go all out on Nilou but its so risky. Both the limited banner + weapon banner are at 0 pity  

 

I can totally miss out on Emilie if i pull for Key, but Nilou is my fave character. I'm in love with her already. She might be the only character i would like to C6  

 

Emilie might comeback at 5.4 or something with an archon so maybe i should skip her for now. 
 

if i loose to Verdict i will just make it R2 as Navia is another queen of mine. Love her a lot.

That's what is so offputting to me. Unless that's just a bait and the Archon Quest will become incredibly dark, still I don't see it ending up better than Godtaine.
If you told me that we will get flying paper rats and frogs a year ago...
