Yuh it's Fire Red, with all 1000 Pokemon added to it + higher difficulty EV training, Breeding for Natures & IV's are simplified in RR. There's easy ways to change them through NPCs. But there's also Minimal Grinding mode, where all your IV's are auto maxed, & EV's don't exist, for both you, & the trainers. Yeah u need an Emulator to run it, but u can't really **** up Emulating is super easy nowadays.
