 omg :deadbanana2: Most #1 hits these days barely make it to multi-plat since its super hard to reach that in the UK (1xPlat = 600k units) 
So it sold 5.4M+ in the UK so far 
This is basically like being 25-26xPlat in the US :deadbanana2:

Not necessarily. Streaming helps massively.

 

If the best-selling songs pre-streaming era like Candle in the Wind and I Will Always Love You were released today they'd have much higher certifications. 

 

Plus many of the best-selling classics, are still racking up new certs every few years. AIWFCIY by Mariah (currently 6x Platinum) has literally got a new Platinum UK cert every year for the past few years :jonny5: if she can keep up the momentum every Christmas, it could definately become the most-certified/best-selling UK single.

CITW 97 is pure 4.6 million but probably doesnt have enough streams for an upgrade.
