Streaming helps massively. If the best-selling songs pre-streaming era like Candle in the Wind and I Will Always Love You were released today they'd have much higher certifications. Plus many of the best-selling classics, are still racking up new certs every few years. AIWFCIY by Mariah (currently 6x Platinum) has literally got a new Platinum UK cert every year for the past few years if she can keep up the momentum every Christmas, it could definately become the most-certified/best-selling UK single.
