Units from songs counts for less on the album’s total. And the methodology of singles is way different than that of albums. If they were just added to albums then why the official charts themselves give different certifications for singles and albums separately? Following your logic, only albums certifications should exist. But to be honest, I don’t agree with combining them either but the OP says " highest certified" without specifying if it’s a single or album so the certifications from both should be counted. In general, the best way to do it is to have two different threads, one for albums and one for singles or to just separate them in the same thread with two different rankings. I literally know how to estimate album sales myself lol you're the last one to teach me that. My point is that both methodologies are not interchangeable. Meaning they factor streams and single sales ( SEA AND TEA) to include them to albums so both are very different it's not like they add the real number of streams or sales from singles to an album like that. Or else there wouldn't be both album certifications and singles certifications. OP says " Highest certified era" meaning it's correct to count every certification. Also why you choose to ignore the fact that I, myself, do not agree with combining them in the same total? I think they still need both to be ranked but separately.
