She's actually at 1.3B US streams so far this year, not 1.15B. 

 

I imagine some of her streams for the 2010s decade came from Pandora as it's a US-only service and Nielsen has been accounting for it's streams since 2015.

EDIT: She also had 200M views on YT in the US this year so far, so she'd be actually very close.
But is it known for fact that Rolling Stone doesn't include video streams?

They don't include video streams *yet, but according to them, there are plans to add them to their charts in the future. Personally, I doubt they add them to their charts since YouTube has generally become weaker, especially in the US.
