No - it's purely album sales from December 2008 to November 2009. 

 

I don't think "The Fame" had a mega big sales week as it debuted at #17 and kind of slowly climbed up the charts. Its longevity helped it more.

Since U Been Gone and Complicated are the best #2 classics

The way Britney's singles were tanking on the charts but her albums always ranked in the top each year is very impressive. 

 

There were a lot of great pop girls albums and songs that smashed that decade. I would love to see a comparison between 2000's vs 2010's to see which was better.
