Some albums may be under-certified or released in a different sales climate etc.

Madonnas (more massive) success has always been in the bigger market of it's neighboring sister/brother country (eg: Germany). Bigger in UK vs. Ireland. Bigger in OZ vs. NZ. Italy and Spain very similar though def a bit bigger in Italy. Only exception is Madonna had more chart success in Canada vs US.
