In the far away and hard to get in countries, it can happen that there is an equally big crowd outside the venue as in the venue. However when a concert isn't selling well, they can handout free tickets to anyone walking by the venue and hope to have a decent crowd to look good for the TV, the press,... Otherwise they risk being dragged for "half empty floor", "could have been more filled up", "She is tired, moving slower than artists twice her age, left her voice backstage, and knows it's over.", "A pop fairy tale has ended.",...
