How old does a song have to be to be affected and what's the rule for newer songs? Also, does this rule affect its chart position or only its sales?

The new rule applies only to sales of songs released in 2017. Any music released until 2016 is 100:1. The new rule does not apply to sales, but to the positions on the charts, yes. I'm not sure about this.
