Rihanna still is and shall remain the 'Digital Queen' hence why her name will forever be embedded with the moniker: "The Best Selling Digital Artist", aptly (and objectively) credited to her by Billboard.

 

Rihanna has sold more digital songs in the United States altogether of any artist and she has, by far, sold the most digital songs worldwide of any artist so she has not been "surpassed" by anybody.

 

The difference between Rihanna and several other female artists (particularly in the U.S) namely Katy Perry & Lady Gaga is that whereas she never experienced a high peak of 6M+ selling singles, her sales were always consistent within the 3.5-4.5/5M selling region. The only artist who comes to close to Rihanna in digital sales is Taylor Swift who will definitely become the next artist to surpass 100M+ song sales in the U.S.

 

Essentially, with Rihanna, you have to remember that alot of her eras, albeit very successful as we all know, were never able to carry any true sustainability or longevity like others. Her yearly releases is what truly hindered her in spite of. She released "Good Girl Gone Bad" before the "A Girl Like Me" era had officially ended. She released "LOUD" before the "Rated R" era had finished. She released "Talk That Talk" before the "LOUD" era had officially ended and released "Unapologetic" before the "Talk That Talk" era had ended.

Well Hi to that (officially counted as a soundtrack for the movie not a Whitney album altho she's responsible for 99% of its sales).

Still think 21 edges it out, altho i'd rank it just behind 21.

21 sold 12 million in an era (2010's) with crashed sales compared to mid 90's for example. And while IWALY is bigger than all of the singles from 21, i'd argue that atleast SLY is bigger than the 2nd biggest from the Soundtrack.

It also spent more weeks at #1 (24) and many more weeks inside top10 (84) and has never left top200 since it was released 6 years ago.

That makes 21 having the edge over TBST imo

It's still the best selling female album of all time. Sorry! IWALY and I Have Nothing alone destroys 21. 21 is still impressive though, but it's in no way shape or form bigger.
