Besides many of the reasons listed above, i'd add that only chronically online people truly know CB's disgusting behavior over the years.

It's been nearly 20 years and people are still surprised that Chris Brown's career is doing fine and he'll always have a loyal fanbase.

I'm no fan of his either but it's time to get over it

Unfortunately CB has a very loyal fanbase (clearly ) and Usher is one of the biggest artists of this century so it makes sense.

It would be like a Beyoncé and Rihanna tour in a way. Yes, yes, I know one is a much better live performer with a better touring record and both are much more successful than their counterpart but the mass appeal to both their audiences would be similar. Not a lot of people would give up the opportunity for a two-for-one deal like that.
