The Black Eyed Peas and Jay Sean blocked her. She's still an icon with multiple classics.

the climb, we can't stop, and party in the usa (last two literally peaked at #2; so close) are big in the way that you'd feel like they hit #1.

but i think it doesn't even matter. those three songs, especially the climb and pitusa, have stood the test of time and are modern classics, in a way, continuing to rack up sales and streams. their certifications speak for them. another example is nothing breaks like a heart. didn't go #1 on the us hot 100 but was a big success across europe and its charts.

these songs may not have gone straight to the top but they have proven to have longevity and recognition.

To Miley’s credit, “Flowers” winning ROTY showed that she had successfully transitioned to being a credible adult pop star. Some artists never followed up their Grammy wins later in their careers.

What does it matter when Miley's #2 or #4 peaking songs are bigger than a lot of artists' #1 singles?

It's rather impressive that she doesn't need #1s to have so many classics.

Since the "Miley Cyrus and Her Dead Petz" era, I conclude that she's our generation's Cher. "Hannah Montana" showcased her acting and singing ability; the albums were ingeniously attached to the show, probably bolstering the singles' hit potential. Even though the rebrand to 100% "Miley Cyrus" has fallen short, like Cher's initial post-Sonny period, she's maintained her visibility with output that has been received variously. One hopes that "Flowers" isn't her "Believe", but engineering a comeback by way of taking movie roles more seriously is certainly an option for her. Cyrus is literally a lifelong entertainer, and it would be wrong to count her out.
