Gaga is his muse. He stated this throughout his entire career. This was a way of honoring her. Gaga is also the contemporary artist most known for her activism and his entire performance was full of activism moments: the two male dancers grinding on eachother, Liam the kid who was taken by ICE, notes of latinos hard work helping build this country etc. Gaga's inclusion wasn't associated to a greater message aside for honoring her as one of the artists that most inspired him growing up AND her status as a human rights icon in the music space.

You've got a point but they also have a point, it would've been great if a Latina like Karol or Becky G had an opportunity like this instead of Gaga who has been at the Super Bowl many times

 It was Bad Bunny's decision to invite Gaga and his other guests. If folks have a problem with that, then they should complain to Bad Bunny about it
