In my opinion, Cowboy Carter is. Mayhem is a close second.

The real question is: is it the tour of the decade? 

Clearly. No tour comes close to it.

It is and the reason is that the music behind it is the most appealing out of all the MPG's touring this year. Beyonce is as good a performer, if not better, but her last album was a snoozefest. Lifetimes tour is cringe all round.
