I don't think her performance style fits TV and other family friendly environments. I don't  

like a single performance of hers for TV.  But I went to her concert during the Crash era and it was actually very good

Times Square constantly has flashy signs and bright lights that change quickly 24/7, so saying Charli's show in said location is a "public health violation" is a crazy overreach when it literally only happened for a couple seconds and is in a location that is known for the brightest flashy lights you can imagine regardless of her show or not. 
 

Imagine trying to put on a free fun show that is relatively unproblematic and you wake up to a drag that your show is a public health violation dddd
