Right now it's SOUR but so far it's longevity in daily streams is outdoing every female artist's album ever and will outstream SNS pretty soon so 

 

BOAF is one of the most stable hits on Spotify ever too  Plus all the albums tracks performing like hits

It's still early to know of the decade since not enough time has passed.

But is shaping up to be. The numbers in 6 months and no pre-releases speak for themselves

Midwest Princess I think isn't even at 3B streams so I don't think it's really in the running. We will see how her next album does now that she's much bigger.

I think it will depend on HMHAS or SNS getting a deluxe version or not and how the upcoming singles will perform. Sour will be the biggest era for a GenZ girl for a long time but it's disadvantage is its short tracklist. But its recurrent streams after over 3 years are still insane so its gonna be hard for it to be surpassed by another album.

Sour also has 3 non-singles with over 1 billion streams so we also have to keep that in mind 

 

So the answer is maybe but it will be hard for Billie to surpass Sour
