I thought we are talking about the RIAA - the official body which certifies music in the United States. The same conversation can be had about the BVMI or RIAJ or SNEP. The BPI is - to my knowledge - the only entity which certified for automatic sales. 2

I believe the common practice was that stores could return unsold copies. 2
