There is a difference between certified units and sold units. A song could've hypothetically sold 1.1 million units in the UK but it would only be certified platinum for 600,000 because it's still 100,000 units away from the next threshold (multi-platinum certification). Taylor has 24 songs certified platinum or higher in the UK. That's 14.4 million units from certifications alone. Taking into account the hypothetical 500,000 units that are above the current level and just below the next level the figure goes up by another 12 million. Then you add to this all the songs stuck between gold and platinum, silver and gold, and being uncertified and being silver, and that 64 million units figure seems very logical.

As a longtime Madonna stan, i don't mind Taylor outselling Madonna. It'll happen eventually but none of those will erase Madonna's achievements so why not celebrate both women instead of trying to pit them against each other? Congrats to Taylor.

This is not surprising. Taylor's UK certifications are growing at record rates (13M+ since January). She's growing so fast that it's hard for certifications to catch up and reflect her actual success.
