The original versions of Fearless and Speak Now didn't go #1 in the UK but the TVs did. The only rerecording that overlaps is Red TV.

I was told they were entirely new albums and should not be counted with their prior version.  What is the truth?

If you remove duplicates they would be tied, since the original Fearless and Speak Now didn't go #1, only Red went #1 twice. Considering current track record, Lana might pass Kylie but both will pass Madonna by the end of the decade (unless Lana slows down, Kylie is already eyeing 2 more albums in the near future).

I'm not so sure about that. You're assuming Madonna has stopped making albums and will never score another #1 album again, but we already know she's been working on something with Max Martin, Nile Rogers and Stuart Price, so it's highly likely to be a dance album - which we all know the UK gravitate towards, The tour is right around the corner too, which will re-spark more interest in her music, so don't count your eggs before they've hatched just yet.
