well, those numbers are just from the global Spotify chart (filtered streams), just like the 15.5M of Doja.

of course, she will do less,  even less than the filtered numbers of ESV.

Miley did 30M with unfiltered streams.

Its streams are being carried by 1 song that got viral on tiktok, that is what they meant. But obviously ESV did better so the new standard for a flop album being carried by 1 song is now Scarlet Miley won this time, I fear
