No, not really. I personally felt like it was 2017-2018

2019 gave us a lot of iconic hits/albums (Thank U Next, Lover, Norman ******* Rockwell, A Star is Born, Kill This Love, Cuz I Love You, Don’t Start Now etc).

2019 had Cuz I Love You, NFR!, thank u, next, Pang, Charli, Dedicated, lover, Clarity, and Magdalene. 2019, I'd argue, was much better than 2013. 

 

2013 we had Random Access Memories, Pure Heroine, Matangi, Self-Titled (Bey), and Artpop (and some ATRLers would dislike this album, similarly to lover and Magdalene).
