Some of the proposed theories included:

 

a.) to spark adrenaline

 

b.) to cop a feel

The bigger picture that leaves me confused is how anti-gay some of these guys (athletes, etc) can be, yet they engage in literal homosexual behavior and disguise it as playful.

 

If a man isn't attracted to men I don't understand why he would touch another mans ass. Considering that there are a plethora of other ways to say congratulations.

Well to them it isn’t homosexual behavior, if anything it’s almost like a very very minor way of asserting dominance over another man. The butt is a “private/vulnerable” area that most generically straight men -wouldn’t- want to have “violated” in any sort of sexual way. By overstepping that unspoken boundary, the ass slapper sort of asserts dominance over the person getting the smack. He’s saying he doesn’t care about respecting you, he’s going to do whatever he wants to whoever he wants because he can get away with it.
