But yes, it is European but our present-day concept of Europe is more meshed with what is the EU, and therefore many wouldn't view it as part of Europe...even though part of it is geographically. Culturally, it is very Eastern European as most of the population lives in the European half. However, Russians like to separate themselves from the rest of Europe and take pride in this for some deranged reason, which just ends up hurting them economically and on the greater global social stage. Politically, it *was* European until various revolutions and the USSR. Post Cold-War, it has its own unique flavor of Soviet-influenced authoritarianism, neither European nor Asian.

Switzerland or the UK are also not in the EU and are part of Europe. Europe is not just Western Europe. Iceland is isolated from the rest of the continent and is not in the EU. Russia basically still functions as an empire that is lead by a "strong" man unopposed just like during Genghis Khan times.
