A lot of people are assuming that Joker is already locked up in Arkham at the beginning of the film, it very well could be he gets caught and sent there at the start of the film.

Wasn't he already there at the end of the first movie? Maybe he escapes or part of this movie is after he is released

I'm not too familiar with the comics but isn't it canon that Harley busts him out at some point? Or plays a role in that? I would expect to see some of that if I'm correct.
