She might be able but she should need to hit it out of the park.  Olivia and Billie got there with albums that garnered a lot of streams throughout and not just for the singles.  Both Billie’s and Olivia’s albums have album tracks with over 700m streams.  
 

Dua, is much more singles heavy by comparisons so while ultimately her albums get similar streaming numbers, it gets there slower over the run of the singles.  This is not quite conducive to racking up points in a single calendar year.

MTE  Dua has also had songs on TTH for quite some time that still bombed. TTH only works if the songs are actually good and liked by the GP like Don’t Smasha Now and Levigrammy!

Idk, if some acts keep releasing 2-3 albums per year to inflate their stats while she releases 1 album every 3 years. 

 

She should if she's truly as global as her fans claim her to be.

Olivia and Billie already did with much smaller discographies, so if Dua can't even with a 3rd album…

And many artists (including her peers) did and are doing the same thing, so idk why she can't do it.
