Gaga. her songs are better remembered. bad romance, poker  face, just dance, paparazzi, alejandro, shallow, btw etc all classics

I don't remember any Madonna song from her first 15 years of career, so the answer is clearly Gaga 

The only classics Gaga has are Just Dance, Poker face, Bad Romance and Shallow.

Take The Fame out and you can barely count classics on 1 hand for Gaga: Born This Way, Shallow are the only ones

 

Madonna had Frozen, Vogue, La Isla Bonita, Like a Prayer, Papa Don't Preach, Like a Virgin and more

The set up  Madonna against any other female automatically wins. You could do this with Britney, Katy or Ariana and the result is the same.
