Yeah, when people talk about Madonna in the 90s they tend to not include 1990, which is a huge mistake since it's arguably the absolute peak of her career: The Immaculate Collection, Vogue and Justify My Love, The Blond Ambition tour,... 

Longevity 

You’re assuming she stopped selling her albums once each decade was over. Like True Blue didn’t sell 23M from 1986 until 1989 

 

just like Ray of Light didn’t sell 16M in 1998 and 1999 and then stopped selling.

 

But yeah her 90s releases sold more overall than her 80s.

If we leave out TIC sales (30M), M's 90s slaes is lower than 80s

 

And TIC release actually hurt the original albums in 80s sales....

 

So in the end her 80s is still bigger than 90s

Her 80s CD releases also sold a ton during the 90s. LAP and TB definitely sold millions during that decade as CD sales were huge and they first became widely available on CD in the late 80s and early 90s.

Not surprised at all. Madonna and Whitney were the dominant female sellers globally in the 90's. 

The fact that Madonna dominated the 00's too was just incredible.

The Immaculate Collection is generally not considered as an album so its numbers tend to be put aside...

And that’s the reality. The 90s were a steep drop-off in success. But that’s okay - her 80s success was just that massive that you can’t do anything but go down from there. The fact that she wrapped up the 80s with a greatest hits that sold 30M copies is just legendary.
