Anti + a maturing audience should have changed that. Regardless of streaming R9 will likely be her biggest debut because of her status now. How can you say that someone that has sold almost 40.000.000 actual albums (not units, or equivalents) has not good album sales¿? It's definitely eligible in Switzerland, Norway, New Zealand, Brazil, Portugal, Ireland, China.... When you guys talk about being 'local' you should at least check your facts beforehand...
