If they eventually change the rules, people will just retroactively treat G4U like it was #1 even without Billboard formally changing those charts. We basically already have an example of that with how people discuss One More Night and Gangnam Style - technically OMN was a 9 week #1, but in hindsight nobody really thinks of it as one because we all know the addition of Youtube to the formula came right after and would have made Gangnam Style a multi-week #1 during that time.
